Sounds like your bases are not clear . Mastering in convert number base function java requires that your concepts be concrete. I know students who actually start tutoring juniors in their first year. Why don’t you try Algebrator? I am quite sure, this program will help you.

That's true, a good program can do miracles . I tried a few but Algebrator is the greatest. It doesn't make a difference what class you are in, I myself used it in Algebra 2 and College Algebra as well , so you don't have to worry that it's not on your level. If you never had a program until now I can tell you it's not complicated, you don't have to know anything about the computer to use it. You just have to type in the keywords of the exercise, and then the program solves it step by step, so you get more than just the answer.

I have tried a number of math related software. I would not name them here, but they were useless. I hope this one is not like the others.

It is available at https://mathenomicon.net/negative-exponents-and-scientific-notation.html and really is the easiest software to get up and running. You can start learning algebra within minutes of downloading the software.
